Abstract:
The present article makes an effort to analyse peculiarities of administration and the actual statutory and regulatory basis in the Cossack regions of Tsarist Russia. An author pays particular attention to flexibility and mobility of this system, modelling it as a living steadily developing organism, rather than a dogma. On the background of general centralisation and unification of legislative system, administration and administrative regulation, authorities managed to stay within the limits of flexible balancing on the brink of Cossack contradictions as a social group and an ethnic enclave. An implemented model may be considered fairly efficient and successful. However this rule functioned only under conditions of economical and political stability of state machine itself. Out-broken series of unfortunate wars and revolutionary upheavals clearly revealed the deficiencies of the system and led it to total deregulation. The article quotes the principles of historism, science, analyses and synthesis as methodological tooling of the study.
