The article is devoted to the analysis of the role of the President of Russia in the legislative process, as well as the peculiarities of exercising his right of legislative initiative. The author has studied the practice and usage statistics the President's right of legislative initiative. Highlighted a number of principles that is due to the participation of the President in the legislative process, which include the direct exercise of power, position within the system of separation of powers, the order of election, the function of the guarantor of rights and freedoms. It is concluded that the vast majority of bills the President made them power to perform duties specified by his status
