Abstract:
The subject of study are the legal basis for the organization of activities of territorial bodies of Federal Executive authorities. A special role in the study is the analysis of decrees of the President of the Russian Federation, as legal regulators of the system of Federal bodies of Executive power. The article hierarchical ordering of normative legal acts, regulating the procedure of creation and functioning of territorial bodies. The issue of intra-subject of legal regulation from the system affiliation of the Federal Executive authorities of the administrative-political or socio-economic unit. The study used formal-legal and structural-functional methods, which ensured a comprehensive study of the problem of organization of system of territorial bodies of Federal Executive authorities. In this article a comprehensive analysis of the legal bases of functioning of system of territorial bodies of Federal Executive authorities in the Russian Federation. The main conclusion of the study can be attributed to the fact that the system of legal regulation of activities of Federal bodies of Executive power on the legislative level, while preserving the unity and integrity of the system of bodies of state power provides for the internal regulatory activities of the territorial bodies on the basis of the goals and challenges they face in the implementation of the exceptional powers of the Russian Federation in the subjects.
