Classification of forms of citizens’ participation in administration of the state and a tendency of development of civil society in Russia

This article is devoted to classification of forms of citizens participation in administration of the state and connected with it tendencies of development of civil society in Russia. The main objective of research assumes the appeal to the legal analysis of forms of citizens’ participation in administration of the state and their classifications existing in a modern constitutional law, in a context of development of civil society in Russia. There analyzed of participation of citizens in state administration; the reasoned system of arguments according to which various forms of such participation are closely interconnected with practical realization of one of key categories of a modern Russian constitutional law – democracy. Which according to the author of article representing now not so much set of forms and methods of participation of citizens in law-making process, how many strategy of involvement of the population in state administration, including in the sphere of the legislative (representative) power which main function is adoption of laws. The matters it is analyzed with application of dialectic, historical, system, comparative and legal methods, and as with use of system approach. The author as conclusions, analyzes so-called "social effect", representing distinctive property of the constitutional laws providing participation of citizens in administration of the state. The circumstances caused need of the address of the author to questions of constitutional and legal aspects of participation of citizens in state administration.
