To the issue of passport and registration in Russia

In this article the author explores the concept of the "passport registration", use the legislator and scientific community of the terms "account", "register", "registration". The urgency of research is caused primarily by the increased attention of the legislator on the legal provision and regulation of passport and registration regime in Russia in connection with the increase in migratory processes inside the country, and as a consequence of the emerging need for proper legal regulation. According to the author, at the moment, the issues raised in this study explored deeply enough, and there is no single approach to the understanding of the set problems. In the research the author used methods of theoretical and formal-logical method of legal interpretation. In the article the analysis of current legislation, study the opinion of the scientific community, is considered law enforcement. The present paper analyses and discusses the problems of legal regulation of passport and registration and concludes on the need for legislative improvement of the sphere of administrative legal regulation. The findings presented in this article can be considered in the development of new normative acts, gaps in legislation, the state bodies directly exercising public function in the passport and registration issues, as well as the scientific community on further investigation of the proposed problems.
