Abstract:
In the 50th years of the XX century in the country there were many changes, since coming to power of N. S. Khrushchev and these changes didn't pass by for the Ministry of Internal Affairs. In ten years, the Ministry of Internal Affairs several times I changed the structure, states and quantity, were created, these or those structural divisions stopped the activity. There was a cruel race for power after I. Stalin's death, and militia during this period, remained in private with crime, and it grew, in a consequence of that, guilty, for rise in crime in the country from year to year, made militia, as not consulting objectives on reduction of crime. The taken measures a party top on strengthening of material base of militia, growth of a salary, etc. were only a temporary concession before the new pressure upon the Ministry of Internal Affairs of the USSR in the 60th years. From the middle of the 50th years when party heads started running the Ministry of Internal Affairs, having joined ranks of militia Komsomol and party shots, groups of unskilled workers, in a consequence of that, led to decrease in professional level of staff of Department of Internal Affairs which affected in the general fight against crime.
