In recent years need of participation of citizens for the budget process doesn't raise doubts. The various programs stimulating involvement of the population in the budget process as at the federal, and regional and local levels are for this purpose developed. Among them a specific place is held by the initiative budgeting which was widely adopted at the level of municipalities.
