Abstract:
According to the Constitution of Russia, one of the principles of public power is the principle of combining centralization and decentralization of power, dividing powers between levels of government, on the basis of the territorial jurisdiction of the administrative authority. The municipal lawmaking is a key element in the process of decentralization of power. The article describes the author`s idea of determining characteristics of municipal legal act as in the theory of legal policy in the sphere of municipal law-making and in the realization of the law-making process on the municipal level of government.
