PROTECTION OF THE RIGHTS AND FREEDOMS BY THE BODIES OF THE LEGISLATURE

Task: the task that faced the author of the article is to analyze the special role of the legislative (representative) bodies of state power in the sphere of human rights protection. The author considers the issues of legal restrictions on rights and freedoms of the person, grounds for the imposition of restrictions of rights and freedoms, the boundaries of such restrictions. The author focuses on the possibility of restricting the rights and freedoms of man and emphasizes that they can only be limited under the Federal law and only to the extent required for the purpose of this protection is enshrined in the constitutional priorities and values. Model: This work is based on the methods of empirical and theoretical research, traditional dialectical and formal logic and such methods as formal dogmatic, statistical and other. Conclusions: the author concludes that the activities of the legislative bodies in development of legislation in accordance with the principles and norms of the Constitution of the Russian Federation forms the greatest legal conditions for the existence and exercise of rights and freedoms. It is emphasized that the introduction of legislative restrictions on rights and freedoms of man and citizen may be only temporary. Value: this work can be useful to students, post-graduate students of law faculty for more in-depth study of individual topics on the subject "Constitutional law of the Russian Federation”, for the course "Human Rights", and can also be used in the educational process.
