Implementation of international legal standards in the Russian legislation on elections and referendums in the period of the Constitution of the Russian Federation

Modernization of the institution of elections at all levels has become a top political priority after the elections to the State Duma in 2011 and Presidential elections in 2012 to recognize existing election system opaque , in some cases, limiting free expression of citizens , the legislature made ​​a partial return to the electoral arrangements that existed during the formation of Russian democracy in 1993-200 years. Currently simplified procedure for the election to the State Duma, strengthened democratic principles in the election of regional governors, is expected to return the ballot position "against all" . This is an element of modernization along with the introduction of counting procedures modern technology preventing or minimizing potential abuses . Feature of the electoral process in modern Russia acts as the active role of the higher courts , which indicates the strong position of the judiciary in protecting the rights of citizens to vote and to be elected , the appropriate judicial review procedures for the organization and conduct of elections. Conclusions arrived at by the author , are reduced to the fact that most actual directions of improving the electoral legislation are: 1) held a return to the direct election of senior officials of the RF subjects , who will direct the electoral activity in the lawful direction, as well as provide a sense of ordinary voters involvement in the formation of regional power structures , and 2) increase the term of office of deputies of the State Duma and the President assessed negatively in society , and therefore the right to give up this idea , and 3) began to increase simplicity and transparency of elections simplified procedure for the election of deputies of the State Duma with a return to system of single-member constituencies and the vote on the principle of a majority of the majority , and 4) the possibility of a return to vote against all candidates will increase the degree of democratic election procedures , increase the interest to participate in them, because it is the most opportunities for free expression even in the absence of active citizenship .
