Abstract:
Task: The main objective of the proposed study is definition of the Russian Federation State Duma role in the legislative process and to the extent its possible transformation in Russia's recent history. The need for such a study is related, firstly, to the need to confirm or refute the popular among the researchers point of view on the domestic parliamentary and the weakness of Russian parliamentary institutions [Petukhov; Makarenko, Kolesnikov], and secondly on the need to confirm or refute the findings of the personalistic nature of contemporary Russian political regime [Remington]. Model: The study is based on analysis of data for the period 1994-2015, Represented in the LAWSTREAM.RU database. This Russian legislation base has been created at the Institute of Economics of Russian Academy of Sciences in 1998 and is regularly updated with new data. On the basis of the database were made tables and graphs by selected seven indicators reflecting the role of the State Duma of the Russian legislative process: data on the percentage of new laws, ranked by introducing the initiator, as well as data on the speed of bills passage, as ranked by the initiators of the application. Conclusions: The study showed that the State Duma role in the legislative process as a subject of legislative initiative, is relatively small compared to the role of executive authorities, especially the president. The existing mechanism of the legislative process in Russia, as identified on the basis of a quantitative analysis of dynamic data for the period (1994-2015 gg.), is very stable. However, at the same time, the dominance of the presidential power institute in the legislative process does not give reasons, in our view, to make a conclusion about the personalistic type of the political regime. The scientific work results future use possibility: The findings may be useful for further research, which purpose is the knowledge deepening of the features of the existing political order in Russia. Also such identified trends form make the basis for further monitoring of the legislative process in the coming years. The results can also be used in comparative studies between countries.Originality: The originality of the research is determined primarily by the use of unique empirical data: a database of LAWSTREAM.RU whose period of observation covers the period from 1994 to 2015. The vastness of the involved material allows drawing conclusions about the presence of stable trends in the development of the legislative process in Russia and the role of individual political institutions in that process.
