Abstract:
Both arctic and non-arctic states have increasing strategic interests in the region. The article analyses the possibilities for cooperation between Russia and China in the Arctic with respect to their national interests. A comparative qualitative analysis of the national interests of RF and PRC is performed. On the basis of actual data, official documents, and scientific research, it is concluded the countries have mutual interests in oil and gas sector, development of the Northern Sea Route, maintaining geopolitical stability, and sustainable development of the region. The level of arctic cooperation between Russia and China in different areas vary due to the differences in national interests. It is argued that the main barriers in Russian-Chinese arctic cooperation result from the different interpretations of international regulative frameworks in the Arctic, and consequent misunderstandings, disagreements and concerns in bilateral relations. At practical level, such disagreements and concerns are not critical as China, being a non-arctic state, respects for Russia’s sovereignty over its Arctic territories and its dominant position in artic issues. In turn, Russia, as an Arctic state, has to recognize rights and legitimate interests of non-arctic states in the region. The author argues that Chinese diplomatic philosophy «Qiu tong cun yi» («to seek common ground while holding back differences») can contribute to the resolution of problems and development of the arctic cooperation.
