ASPECTS OF MANAGEMENT OF THE INTERACTION BETWEEN AUTHORITIES AND BUSINESS ORGANIZATIONS IN THE REGION'S ECONOMY

The purpose of the current research is the absent of a unified system of concession, procurement and other contracts effectiveness evaluation. These kinds of contracts are signed in the process of implementation of public-private partnership between public authorities and non-governmental organizations. The aim of this study is the indicators system creation that allows, first of all, to assess the economic effectiveness of the results achieved or planned to be achieved, in the process of interaction between government and business structures. Certain foreign authors including research group of Professor Sue Arrowsmith from University of Nottingham and other consortium members: Copenhagen Business School, Central University of Finance and Economics (Beijing), Xinjiang University and University of Malaya deal with the problems of the public-private partnerships effectiveness. Materials and methods: The work presents an indicators system offered by the author based on the problem of assessing effectiveness of interaction between government and business. This system is formed from the tasks set, the main of which is the possibility of a complex evaluation of such interaction in each specific case, both from the economic and social points of view. Results: The author proposes, according to the research results, to create an economic-mathematical model that includes the mentioned indicators of the effectiveness assessment of interaction between government bodies and business structures. Practical use: The creation of an effective system of the interaction evaluation between business and government will give an opportunity (in the process of PPP) to conduct the aforementioned evaluation of each specific offered competition or contract during the planning or the task performance. The proposed criteria and performance indicators would provide qualitative information to the management stuff with the possibility of adapting this system to all areas of the state economic system in which the interaction of the public and private sectors is carried out. According to our data, currently, there is no clearly stated economic-mathematical model, which allows estimation of the expected economical and social effect of any project implemented as a result of public-private partnership. Social consequences: The creation of such type of model would be certainly useful for all process participants. This model application will influence the socio-political side of the state-private partnership. Many infrastructure projects related to the social infrastructure projects bring not only economical improvement, but also called to improve the standard of living of the population of a particular region or the whole country Origin and value: The study is designed for the managers of state enterprises and corporations, as well as for the employees involved in the projects assessment of economical effectiveness in the state-private business area.
