Abstract:
The consideration of working region legislation and formed scientific point of view to the administrative territory organization system principles of Russian federation subjects allows to include in its number the following principles: 1) the independent administrative and territory organization establishment under the Russian Federation subject authority; 2) the multilevel territory organization administrative and territory system of Russian Federation subject; 3) the conformity of administrative and territory organization of Russian Federation subject to the settling of region population system; 4) the conformable decisions of State machinery and system of local government to the Russian Federation subject population problems; 5) the consideration of population opinion in administrative and territory system of Russian Federation subject establishment; 6) the economy; 7) the national principle. We are to take into account that the whole and mutual principles are to hold and ensure rational, scientific proved territory organization of public authority in Russian Federation subject, the conditions of its effective realization. That is the main aspect in the formation of the new united Russian Federation subjects having the special status unit in the administrative and territory structure.
