Abstract:

The article discusses the legal framework of cross-border cooperation in the Russian Federation, and as a manifestation of federalism in this area. The subject of analysis is social relations and their legal regulation in the field of cross-border cooperation. In addition to domestic practice, in the article, there is the experience of European cooperation, which is interesting because it uses different formats and directions of cross-border cooperation between regions and local communities. The author explores the issue from the perspective of the constitutional legal science, based on the formal-legal, logical, systematic approaches. Quality multilevel and systematic cross-border cooperation is defined taking into account the Federal device of the Russian Federation. Based on the analysis of a significant volume of regulatory legal acts conclusions are drawn about the need for improving Federal legislation.
