Abstract:
In this article the author considers formation and organization of the special Ministry of police as a separate department. The most important features of the historical development supported with normative documents are lighted up. Large powers of the Minister of police to control activity of administrative staff, expense of the budgetary funds allocated for local provincial bodies are revealed. The structure of the Ministry of police is given. Activity of the Ministry of police didn't bring desirable results. And in 1819 the decision about joining of the Ministry of police to the Ministry of Internal Affairs was made.
