Abstract:
Study of the structure and functions of provincial police institutions of the XIX-early XX centuries. at the moment it seems relevant in view of both the need to increase the public prestige of the police and to develop a concept for regional development of law enforcement bodies. Analysis of archival documents showed that up to the 1860's. in Stavropol there was no police department, and the functions of the police were performed by the mayor and the battalion of the internal guard guard of the invalid team. With the growth of the city and its transformation into a provincial center (1847), the police structure is replenished by special police states from several officials and a fire brigade. The police functions of the middle of the century were very extensive and included, in addition to protecting public order, a number of sanitary, economic, administrative duties, including fire supervision. After the reform of the system of internal affairs in 1862 in Stavropol Gubernia appears its own police department, divided into several specialized departments. In the second half of the XIX - early XX century. the growing revolutionary and terrorist threat forced the government to use the provincial police also to carry out a political investigation, to monitor the mentality and behavior of the population of the province, and to comply with "anti-alcohol legislation" during the First World War.
