This article analyzes trends in the development of the constitutional foundations of the system and the activities of the federal authorities, namely the Federal Assembly of the Russian Federation. In view of recent legislative changes and short stories, the author analyzes all regulatory changes in the organization of public authorities, the procedure for forming the Federation Council, the status of the State Duma of the Russian Federation. The main idea of ​​the article is that the primary purpose of contemporary changes in the legislation governing the system and the activities of the federal authorities, should be linked not only to the establishment of a democratic regime, but also with the development of more efficient models of power based not simply on the principle of separation authorities, but also on the balance of the various branches and structures of power, this is the nature of power will ensure the successful resolution of the political and socio-economic problems of the state and society.
