Abstract:
The subject of research is the process of the historical evolution of the French regionalization manifested not only traditional but also in having a place of political technologies of the organization of power sub-national political communities of France. As the object of study are the regions of the Republic of France, their transformation under the current political and legal systems. Particular attention is paid to the theoretical and methodological analysis of the concepts of «regionalism», «regionalization», «region», as well as the content of the French model of regionalism, its characteristics, the legal framework and the political practice of the level of relations «the center-regions». Methodology: A comprehensive study of the administrative-territorial division of France to determine the main characteristics of the constituent units of the French model of regionalism. System-structural method in which social relations are seen as an integral system of interrelations of phenomena and events of the political process on the level of «center - regions». Conclusions: An analysis of Russian and foreign sources leads to the conclusion that the major issues raised in the article is particularly relevant at the present stage of development. Research possible by studying the French model of regionalism in the framework of a unitary state and territorial unit. Appeal to the process of regionalization of France allows theoretically comprehend the specifics of the regional policy of the French Republic, by means of a comparative analysis to correlate with the prospects of regionalization in Russia. Practical: It is possible to the theoretical understanding of a number of issues related to the practice of political and legal regulation of the regional policy of modern France, the political transformation of the scenario in terms of the French model of Russian federalism. Social consequences: Correlating the experience of the French model of regional development of relations with the Russian version "center-regions". Valuable experience in solving problems, legal, institutional, financial organization of political power. Originality, value: The novelty of the research is to separate the causes of the French regionalization, defining the nature of the French region, addressing issues of political and imperious inequalities main components of the model of regional policy in France.
