The right of legislative initiative of the Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation

The article is devoted to topical issues of the inclusion of the higher judiciary in the legislative process. The author carried out a study on the Constitution of the Russian Federation, which the Сonstitutional Court of the Russian Federation and the Supreme Court of the Russian Federation have the right of legislative initiative. It was analyzed the practice of using (implementing) the right of legislative initiative of the Supreme judicial authorities. To substantiate its position, the author explores various approaches to the concept of "maintenance issues", as well as the competence of the higher courts.
