Abstract:

In preparing the article, statistical data were used by the Supreme Court of the Russian Federation, the Federal Penitentiary Service of Russia, territorial bodies of the Federal Penitentiary Service of Russia, and also conducted in 2016-2017 monitoring. The basis for the monitoring was the decriminalization by the legislator in July 2016 of a number of offenses of minor gravity and a change in the institution of exemption from criminal liability of certain categories of offenders.
