Problems of assessing the effectiveness of local self-government

Objective: The article is addressed to the main gaps and contradictions associated with the assessment of the effectiveness of local government. Model: general and particular scientific methods of cognition of objective reality, which include analysis, synthesis, abstraction, analogy, comparative legal, formal and legal, as well as other methods of scientific knowledge. Conclusions: The conducted analysis of the existing practice of assessing the effectiveness of local self-government shows that, in fact, local self-government bodies today are the lowest level of a single state-municipal public power system with common functions and tasks being solved at the top (federal and regional) and at lower (municipal-territorial or municipal-settlement) levels. At the same time, the formally introduced "independence of local self-government" did not lead to any qualitative approximation of local public authority to the local population; in this regard, local government ceases to be effective for the population and focuses exclusively on the requests of state authorities. The scope of the study: the legal regulation of the effectiveness of local government is still one of the problems of legal theory and practice. Misunderstanding of the place and characteristics of local public authority is the reason for the poor quality of municipal and legal acts adopted, as well as legislation adopted at the level of both the Russian Federation as a whole and individual subjects of the Russian Federation. Scope of application of the results: scope of constitutional and municipal law; questions of the organization of state power and local self-government in the subjects of the Russian Federation; normative and legal regulation of the administrative and territorial structure of the subjects of the Russian Federation; municipal-territorial structure of the Russian Federation. Practical significance: the paper considers the issue of the concept of the effectiveness of local government, both from the point of view of the state and from the point of view of the local population. Solutions are proposed to improve the quality of addressing issues of local importance. Social consequences: effective local government improves the quality of life of citizens and at the same time helps to optimize public administration. Effective local government is a kind of "intermediary" between residents and the state, transforming the interests of the population into public-law queries and allowing to adapt the state's requirements to the needs of "ordinary people". Originality / value: the article offers a new vision of the effectiveness of local government, it is addressed to scholars and scholars in the field of municipal law, students, graduate students and teachers of law schools, as well as a wide range of readers interested in the development of local government, scientists, public servants bodies and bodies of local self-government, politically active citizens.
