The legal prerequisites for the development in modern Russia Juvenile Courts

Background: The creation in Russia of juvenile courts is debatable. It is necessary to study the Russian and foreign historical experience of the existence of juvenile justice, to analyze the current legislation of Russia for the existence of the legal prerequisites for the creation of such courts, give suggestions for improvement. Methodology: The methodological basis of the study constitute the dialectical materialist method of scientific cognition of objective reality, but it is also based on the general scientific and private methods: a comparative legal, formal and legal, systematic and structural, sociological, statistical and basic knowledge of general logical methods (analysis, synthesis, generalization) . The legal framework consists of international and Russian legal acts. Results: Having analyzed the provisions of international and national legal acts regulating administrative and judicial protection of the rights of minors, identified gaps in existing legislation and problems in the organization of the law enforcement agencies, presented proposals to improve the regulatory and organizational support of the juvenile justice system. The social consequences: Of particular concern is the growth of the Russian society of offenses committed by minors. The current law enforcement and the judicial system need to be converted in accordance with international standards for the protection of children's rights. In Russia, there is a need and there is a legal and historical background to the creation of specialized juvenile courts.
