Prospects for the regulation of lobbying activities

Task: In the conditions of the development of new forms of interaction between the institutions of power and civil society in the framework of law-making and the prevention of the influence of corruption, it is important to consider the prospects of institutionalization of lobbying in the modern system of legal regulation. In this regard, it is necessary to turn to the attempts of legislative registration of lobbying, to study the content of the relevant bills and the conditions for the regulation of lobbying at the present stage. Model: The subject of study is predetermined by a chronological approach to the identification and generalization of measures aimed at regulating lobbying activities, which predetermined the historical and legal approach in this work. At the same time, the formal legal method is of direct importance, through which the key features of lobbying are identified, which are necessary to highlight in its definition as an institution of the law system. The comparative legal method was possible to identify the degree of aspiration in the development of approaches to the regulation of lobbying activities on the American or European way, corresponding to such models. Conclusions: The author identifies such areas of lobbying development as, first, its institutionalization in the system of law as a form of interaction between public authorities and groups of interests, and secondly, the relationship with the legislation on combating corruption and the consistent differentiation of illegal and lawful forms, methods and means of lobbying, and thirdly, the establishment of special rules of legal regulation on lobbying of interests in the process of adoption of legislative and subordinate acts by the authorities vested with law-making powers.
