Abstract:
Task: Trust in the government, public authorities, the degree of support by the population are directly dependent on the democratic content of the functions of the state, his ability and desire to take into consideration diverse class, group, national and other social interests. In the modern period, of particular urgency is the problem of ensuring public safety in the state. In this regard, it seems important to analyze the historical experience of the organization of activity of the general police in the beginning of the last century - the period of social and political instability. Model: The study on the basis of archival materials, publications in periodicals of the period considered and scientific publications were analyzed organizational-legal bases of activity of the general police. As chronological framework adopted 1900 - 1916. Conclusions: the study concluded that overall, the police in the Urals and Siberia in the early twentieth century in its development was reiterated in general, the development of the police in Russia, albeit with some delay. Considering the increase of social tension, the composition of the population of the region, prone to riots, both for central and local authorities the main objective was to strengthen the policing of the population. Exercised autocratic power politics, unwillingness to change economic, political and other foundations, a kind of understanding of the protective role of the state minimum funding General of police has led to increased development of another group of law enforcement agencies - the political police, the direct purpose of which was to fight against state crimes, protection of the interests of the autocracy.
