Abstract:
The article is devoted to the emergence of the idea of international justice and its implementation in the first half of the twentieth century. The focus is development of the concept the international court of justice by the outstanding Russian lawyer on international affairs, Kamarovsky L.A. and two international conferences of the late ХIХ- early ХХ centuries, organized by Russia's initiative at Hague. Also considered the first steps to establish an international court in Central America in the early twentieth century in Europe when the League of Nations between First and Second World wars.
