Abstract:
Task: the legal regulation of functioning of system of public management in Russia and combating corruption has gaps associated with the extension of the notion of conflict of interests in exercising its authority to the persons occupying the state posts of the Russian Federation. Methodology: we study the problem of efficiency of the state management system associated with the displacement of legal instruments of state administration of the unlawful causing other personal interest of officials of bodies of power: the cronyism, protectionism, cronyism, corporatism, clientelism, etc. The results revealed that the duty of persons holding public office of the Russian Federation to take measures to prevent and / or settlement of conflict of interests which it is a party, and civil servants, are in need of unification. The social impact practical use of the proposed measures will significantly improve the efficiency of the public administration system and eviction is not legal management tools from the fields of public service, which will contribute to the improvement of the rule of law. These offers may be of interest to legislative authorities of the Russian Federation, bodies and persons in charge of combating corruption and generating anti-corruption policy of the state.
