Objective of research is revealing a role of bodies of the government and colleges of a civil society in strengthening interethnic attitudes and settlement of interethnic conflicts. The given problem remains to one of the important subject matters for research not only lawyers, but also political scientists, sociologists, historians, psychologists, ethnobroad gullies, etc. Among a large number of works of domestic scientists a number of works is of the greatest interest: P. V Hudoykin, etc. Among the western thinkers who have brought the significant contribution to development of a problem of interethnic conflicts, it is necessary to note B.Andersona, D.Bell, B.Bzhezinsky, Item Bourdieu E.Gellnera, E.Smith, E.Tofflera, Fisher, J.Habermasa, S.Hantingtona, E.Hobsbauma, D.Horovittsa's M., etc. The methodological basis of research was defined with currently available methods of knowledge, in particular, general scientific (dialectics-materialistic, system) and special (normative -logical, comparative jurisprudence, etc.).
