Abstract:
The author of the article on the basis of its own analysis affirms that the procedural rules of the basic state law are normally related to the electoral and legislative procedures. However, in the Constitution of the Russian Federation shall prevail the rules of criminal procedure, some of them give preferences accused of committing crimes. In conclusion of the article the author discusses the possible reasons for this phenomenon of the Russian Constitution and on the need to improve its electoral and legislative procedural rules.
