Abstract:
The article deals with the problem of higher courts in the context of the legislative initiative of the President of the Russian Federation. Association of higher court instances is seen as a political instrument ensuring the uniformity of approach in the administration of Justice both for citizens and legal persons which, in turn, should eliminate the possibility of refusal of judicial protection in the event of a dispute as to jurisdiction of the case and identify the General rules of the organization. The article predicted possible conflicts and difficulties arising from the process of constitutional amendments, as well as ensuring a level playing field.
