Discrimination provisions in the federal legislation on religious associations

In article the author considers a legal status of religious associations through the international obligations of the Russian Federation in observance of the declaration on elimination of all forms of intolerance and discrimination on the basis of religion or belief the adopted 25.11.1981 resolution 36/55 at the 73rd plenary session of the United Nations General Assembly and to prevention of discrimination of religious associations according to standards of the national legislation. Also the author considered a question of complex nature of regulation of a legal status of religious associations at the federal level where the special attention is paid to a number of restrictions in the sphere of religious activity which can be considered as discrimination. So the author allocated some problematic issues in the federal law "About a freedom of worship and about religious associations" which religious association determines by a number of the signs which aren't defining eventually exact definition of religious association that can discriminate a number of faiths and the believing citizens in our country. Besides, discrimination can be seen also in an allowing order of activity in Russia of foreign religious associations and other provisions of the domestic legislation. Thus awareness of public danger of such phenomenon as discrimination in the sphere of religious associations indicates counteractions to similar public manifestations the need, so demands elimination of gaps in the legislation of the country.
