Abstract:
In the present work, an attempt is made to analyze the constitutional and legal status of the border of the constituent entities of the Russian Federation, as well as problems arising in the process of changing borders. The article substantiates the thesis that the border between the subjects of the Russian Federation is not just a line in space, it is precisely the basis of a federal structure. The line, which for many centuries is also one of the foundations of national self-awareness and preservation of the identity of the peoples inhabiting Russia. According to the authors, it is necessary to develop and adopt a general state concept of the order (procedure) and conditions for the implementation of the constitutional right to change the border between the subjects of the Russian Federation, which will take into account all aspects of complicating this procedure. The provisions of this concept should be subsequently enshrined in a single regulatory legal act of the federal level.
