Abstract:
Article is devoted to urgent problems of development of a human capital in Russia, production intellectualization, universal implementation of modern information and communicational technologies to all spheres of life of the modern person, prevalence of service trade over the sphere of social production show uniqueness of this factor, during the research a number of the problems interfering development of a human capital is determined and allowances of the human capital underused in North Caucasus federal district are revealed. The author suggests to develop a human capital in special zones which shall possess a set of necessary signs: to be created and function within public-private partnership, to have the necessary entrepreneurial potential which will allow to carry out consolidation of subject of small and medium business within entrepreneurial associations, to rely on the specification of the assets, contracts and forms of economic behavior of subject of small and medium business. Offers and recommendations for process of development of the human capital an improving profile promote activization of proceeding in Russia aimed at the innovative development of domestic economy.
