Abstract:
The task. Analysis of the current state of development and innovation showed that the majority of them is made in the public sector of the economy. While business plays a minor role, which complicates the process of commercialization of results of scientific researches. Therefore the main objective of this study is to improve the participation of business in development of innovation sector of the economy. Model. The presence of a significant number of problems in the development of innovation sphere requires the development of a methodology for the development of new forms of financing for scientific research. The article suggests that public-private partnership in the innovation sphere to use a number of methodological principles, reveal the essence of this mechanism and its main functions, as well as specific forms and structure, providing for interaction of state and business structures. Conclusions. The author offers as a mechanism for replacing state technological policy of the use of public-private partnership, which could form a stable connection between the research divisions and business structures. The article proves the necessity of optimum consideration of interests of participants of relations, as well as system solutions taking into account the allocation of each participant in the final result of the project. Scope of the study. Study of the author sought directions of the improvement of the process of implementing innovations in the Russian practice. public-private partnerships should be directed to the successive solution of not only current, but also the strategic objectives of development of the national economy and its regions. It cannot and should not be simply the sum of separate and unrelated to the actions of its participants. Practical value. Is of practical interest analysis of forms and methods of funding for research activities and the formulation of the principles of interrelations between the state and business in order to enhance their cooperation in the innovation sphere. The author's suggestions can be used to develop agreements in the framework of public-private partnership, as well as during formation of the mechanisms of commercialization of results of research activity. Social consequences. In the paper the problems of necessity of increase of business social responsibility in the sphere of innovation through the introduction of state-private partnership in projects of development of scientific research sector of the economy. Discusses the advantages of this mechanism in promoting innovative development. It is critical to ensure sustainable development of civil society. Originality. Finding the best ways of attracting business to the participation of their capital in the development of new research and development and their implementation is a new statement of the problem applied to the innovation sphere.
