Abstract:
The article describes approaches to economic estimation of expenses for creating space grouping for forecasting (control) monitoring (SGFM). Main research objective is to determine the cost calculation algorithm to create a specialized orbital component of SGFM. Economic evaluation for developing space and ground Earth remote sensing (ERS) facilities is a necessary step that allows to determine funding requirements of designing the optimal SGFM variant. Carrying out economic calculations used to confirm feasibility of establishing and feasibility of SGFM use. Scientific novelty is determined by possibility to carry out a feasibility study of the costs for SGFM creating, as well as a comparative analysis of the cost of different formulations of specialized grouping, followed by selection of optimum design and technical solutions. The practical significance of the study is that it formed the economic basis for the design of SGFM in the interest of short-term forecasting of natural and man-made emergencies.
