Abstract:
The article deals with the problems of establishing the subject of discussion, and the subjective side of a crime under Article 219 of the Criminal Code. Substantiates the author's idea that the subjects of the crime can be both officials and citizens, which has been assigned a specific duty to comply with fire safety regulations, and they were familiar with these rules, or had a real opportunity to learn, but did not, contrary to the requirements of rules. Infer the presence of the additional features of the subject of the crime under the Criminal Code art. 219 describing its status, and the basic features of the offense is to be followed in determining whether a violation of fire safety requirements
