Abstract:

The amendments providing creation of legislative base for formation and performance of budgets of all levels on the basis of the state and municipal programs are made to the Budgetary code of the Russian Federation. The author considers a number of the problems arising during the forming, coordination of projects of state programs in federal executive authorities
