The research work represented by me is dedicated to actual problem - "The legal regulation and borders changing among the subjects of Russian Federation: to the problems and its' solutions." In present article the legal nature of agreement is analysed devoted to borders changing of subjects in Russian Federation, where it can be noted that such agreement established the legal regulations (norm of behaviour) those are required to indefinite circle intended for repeated applications and lasted in spite of concrete legal regulations provided by this agreement have arised or stopped. It is open a subject ofrights and duties of every citizen of Russian Federation and have a direct influence for other legal regulations. (For example: tax and dwelling). Thus any agreement of borders changing of Russian Federation must be concerned to the number of normative agreements. it must be noted that in Russian laws those are currently in force there is no requirements in publication engagement such as agreements as its' coming into force. This requirement must be consolidated in Federal law. In that way the main question of territorial organization of Russian Federation is borders' changing of the subjects of Russian Federation, which is not enough regulated by law.
