Systemic approach for assessment of projects based on public-private partnership

This article is dedicated to analysis of the existing problems in the mechanism of implementation of projects based on public-private partnership in Russia from the position of system analysis. This article may be interesting either for economists working in PPP sphere (from the both sides: government or private business) or low makers and public figures, as principle of transparency, which is the main point on considering problem, is evenly touching economic and social interests of the whole society and its elements particulary. General conclusions of this article are: 1) the absence of sufficient disclosed information on PPP projects in Russia, which is illustrated by author. This lack of information is related to privacy policy adopted by Centre for Development of PPP in Russia; 2) the necessity of qualified and detailed preparation of PPP projects at the preinvestment stage.
