Abstract:
Science, as an area of human activity plays a crucial role in the life of any society and the state. The development of science, the effectiveness of research organizations, funding for science - important questions that need to be addressed, and without which the success of the research, generating new knowledge. Of course, scientific achievements are a necessary and fundamental tools of effective public policies. Government policy should be aimed at the transformation of Russia into a technologically developed nation that meets the criteria of competitiveness in the world market. The main driving force of science are academic institutions. They carried out the bulk of the country's ongoing basic and applied research. Public institutions are the main link science research complex. The new typology of public institutions at low cost, state-owned and autonomous suggests differences in their legal status, scope of responsibility, which can not but affect their ongoing research activities. The Academy of Sciences can be called a «unique» academic institutions. As budgetary institutions in their organizational and legal form, they carry a lot of coordination and methodological functions.
