In the conditions of globalization and regionalization and dynamically changing external environment raising of competitiveness of some territories of the Russian Federation requires the development directions of strategy of development based on rational use of the natural and socio-economic potential. The article considers this form of organization and cooperation of labor, which ensures the accumulation and efficient use of resources of the cluster. A conclusion was formulated that modern clusters represent a cross-sectoral education with institutional form to enable the link heterogeneous material and intellectual resources in the most efficient way and ensure sustainable socio-economic development in a dynamic market environment.
