Due to the controversial experience and results of power energy sector reforms that are expressed as the gap between the legal and economic sciences, the complexity and new challenges that refer to a sphere of relations between energy market subjects are to be resolved. Business environment changes affect the energy market management and result in a lack of coordination of the public administration and corporate management that still need to strike a balance of interests. The key factor that effects the development of the power energy industry refers to the social-economic relations.
