Abstract:
The article analyzes problem of the expansion and differentiation powers of the municipal authorities in the field of Russian national culture of ethnic groups. Author assumes that the laws and practices of these bodies has yet to achieve the effective implementation of national policies at all levels, especially at the grassroots of local government; and he formulated the appropriate recommendations to address gaps in the legislation.
