KEY DETERMINANTS OF THE NEW WORLD ORDER: RATIONALITY PROBLEM

The main problem of the world order is the definition of the limits of political power in society and the identification of sources and mechanisms of legitimation of order in the conditions of its development. The article points out that an important characteristic of the current order is the recognition of state sovereignty and the subsequent division of internal and foreign affairs, with a ban on external interference in the first. With reference to the current situation in the world, it is rather difficult to determine the general approaches to the process of world development and to work out a general concept of the «world order». This is largely due to a number of objective factors, including a multidirectional understanding of the «picture of the world» in various countries and regions, based on differences in historical development, the incompatibility of cultural, civilizational and ideological contradictions, with no desire to seek compromise. Another important moment is the crisis of the existing system of international law, and its development was provided at times with inadequate actions of various subjects of international relations. At the same time, one of the key dilemmas and sources of the crisis in the modern world system is the contradiction between the norms and values used to rationalize or justify the political system. The author points out that as systemic crises cause dominant subjects to be more vulnerable to challenges, the capabilities of opposing hegemonic and anti-systemic forces increase, and the foundations of power change. Therefore, as one of the main threats to the existing world order, the author singled out the threat of international terrorism, which acquires a specific development in the conditions of the emergence of a new world order.
