Abstract:
With the adoption of the Constitution of 1888 in the Kingdom of Serbia, a parliamentary system of government was established. In accordance with Article 1 of the Constitution, the Kingdom of Serbia was a constitutional monarchy with the people's representation. The people's representation was carried out by the National Assembly, which had wide legislative and control powers. Deputies of the People's Assembly were elected by direct elections, in which adult male citizens participated. The Constitution provided for certain restrictions on active suffrage. For the first time in the history of Serbian statehood, the Constitution of 1888 provided for a secret ballot with the use of multi-colored balls. The most important achievement of the development of Serbian constitutionalism can be considered the introduction of a mixed electoral system in Serbia. Most of the deputies were elected under the proportional electoral system that allowed a wide range of political forces to be represented in the National Assembly. The Institute of Electoral Law of Serbia at the turn of the 19th and 20th centuries is the subject of this article.
