Relevance. The urgency of the problem stated in the article due to the fact that the demographic demographic problem is one of the most acute in modern states. Manifesting itself in different ways, it has a significant impact on the socio-economic development of society, political and even cultural processes. Search tools and techniques of demographic problem solving - the major direction of the policy of modern states. The purpose of the article. The purpose of the article is to develop principles for determining the hierarchy of objectives of the state's activity in the demographic and social spheres on the basis of the analysis of the legal positions of the courts. Methods. Leading method underlying the decision spaces - the method of analysis of judicial practice, which allows the system based on the interpretation of the legal positions of the higher courts to make a conclusion about the main directions of development of law enforcement, and the nature of the transformation of legal regulation of social relations in particular. Results. The causes that give rise to a low assessment of the effectiveness of state demographic policy, the conflict between the objectives and results of the implementation of specific public policies. Determine the cause and effect relationship between the objectives, means of demographic and social policy of the state and the implementation of the interests of social actors. The significance of the results. The research results can be applied in theoretical studies on the analysis of the content and spirit of the demographic features of the state, as well as in the activities of state bodies in the formation of policy instruments that determine the main directions of the demographic policy of the modern Russian state, as well as to create a methodology for assessing the effectiveness of social policies.
