The purpose of writing this article - to consider the reception of the French model of organization of power sub-national political communities in the institutional construction of Russian government practices. System study of administrative-territorial division of France to determine the main characteristics of the constituent units of the French model of regional policy. With this method of study political relations are seen as an integral system of interrelations of phenomena and events of the political process. The institutional approach involves the study of regional political institutions, and first of all power structures. An analysis of Russian and foreign literature suggests that the question posed in the article is relevant to the current stage of development. Research possible by studying the model of regionalism in France, comparing the specificity of regionalism Unitarianism (France) with the federal government building (Russia). It is possible to the theoretical understanding of a number of issues related to the practice of political and legal regulation of the regional policy of modern France, the political transformation of the scenario in terms of the French model of Russian federalism. Correlating the experience of the French model of regional development of relations with the Russian version "center-regions". Valuable experience of formulating and solving problems arising in the process of applying the power of technology. The novelty of the study is the possibility of the question of borrowing power technologies regionalism of France in the Russian reality.
