Abstract:
Any reform has the purposes and tasks, otherwise it is senseless. The permanent reforming of local government in Russia is eventually directed to increase living standards of the population. In the given article the questions of increasing the level of management of municipalities through a prism of realization of social function of local governments are considered. The attention is drawn to the necessity of participation of social function in realization of organizational resources of all levels of public dominion.
