Abstract:
The Article addresses the issues of correlation of the right and freedom of speech established in the law of restrictions on their use in conditions of modern Russia. One of the fundamental constitutional rights of citizens is the right to freedom of thought and speech, as with its help people can Express their dissatisfaction with the government. The authors argue that limitations on this right imposed by law, preventing its realization. In their opinion, the optimal solution of this problem will not change the electoral legislation, and a comprehensive consideration of changes in existing laws relating to freedom of expression, the development of new legal norms regulating this sphere of social life, non-interference in the life and work of civil society, the development of a systematic approach to the creation of the optimal method of regulation of social relations in this sphere.
