INTEGRATION COOPERATION IN THE FIGHT TERRORISM AS A TRANSNATIONAL THREAT (ON THE EXAMPLE OF THE UNION STATE BELARUS AND RUSSIA)

The Main objective of the study was to identify the integration component of counter-terrorism cooperation in the framework of the Commonwealth of Independent States with a focus on the Union State of Belarus and Russia. Methodology and Sources: the Study is based on the analysis of complex normative sources of domestic and international law - legal acts and other documents of the Russian Federation and the Republic of Belarus, treaties and agreements of the States - participants CIS in the field of security and combating terrorism. Theoretical and conceptual framework this study was the theory of neofederalism (K. Friedrich), «political unification» (A. Etzioni), neo - and postneofunktionalism (L. Lindberg, E. Haas, F. Schmitter). Conclusions: the performed analysis enabled to give a detailed description of the main levels and directions of interaction of Russia and Belarus in the sphere of fight against terrorism in different integration formats. Revealed positive results and obstacles for enhancing their joint activities in the plane of Union construction. Significance: the findings can be used in the field of theoretical development of problems of integration, of ensuring international and national security, combat transnational organized crime, as well as to improve the efficiency of the integration policy of the Russian Federation and its strategic partners, their cooperation in priority areas, taking into account the common, coinciding and diverging interests.
